President Trump remains under intense scrutiny at the end of 2019, as impeachment proceedings continue towards the beginning of impending United States elections.

"The evidence does not support the accusation that President Trump pressured President Zelensky to initiate investigations for the goal of benefiting the President in the 2020 election", the 110 page report states.

Four constitutional scholars - three chosen by Democrats, one by Republicans - are expected to testify at Wednesday's hearing on the standards for impeachment and whether the allegations against Trump meet the threshold of "high crimes and misdemeanors" outlined in the U.S. Constitution.

A day after House Intelligence Committee Chairman Adam Schiff, a California Democrat, asked the acting director of national intelligence to turn over a whistleblower complaint to Congress that concerned a Trump-Zelensky call in July, the administration released the aid to Ukraine and Zelensky did not announce the investigation into the Bidens. They've all been proven to be untrue and to be things that Trump and Republicans don't actually care about or even want.

Pressed on whether impeaching Mr. Trump was written into Democrats' "playbook" from the start of this presidency, Mr. Jeffries said the House is a co-equal branch that must serve as a check on wrongdoing.

The furor over the Mueller report died down for a few months.

"So, the Democrats-the radical-left Democrats, the do-nothing Democrats-decided when I'm going to NATO-this was set up a year ago-that when I'm going to North Atlantic Treaty Organisation, that was the exact time", Trump said.

"I never talked to the president from the position of a quid pro quo".

What is unfair is that Trump and his Republican cohorts are doing everything in their power to obstruct and delegitimize the only real constitutional check on a lawless executive.

The committee, which is not expected to consider evidence against Trump until next week, has given the president until 5 p.m. (2200 GMT) on Friday to say whether he plans to mount a defence by calling witnesses and introducing evidence.

In a defiant response on Sunday night, the White House informed Democrats that Trump and his lawyers would not participate in Wednesday's hearing, citing a lack of "fundamental fairness".

"I do believe that all evidence certainly will be included in that report so the judiciary committee can make the necessary decisions that they need to", said Rep. Val Demings, a Democrat from Florida and a member of both the intelligence and judiciary committees. He ran on saying, I will never tell a lie to you. No, you heard that we had, I think, good phone call.

For his part, Trump echoed that sentiment, telling reporters on Monday that the North Atlantic Treaty Organisation trip is "one of the most important journeys we make as president" and the summit date was established a year ago.

The evidence does not support that President Trump withheld U.S. Security assistance to Ukraine for the goal of pressuring Ukraine to investigate Burisma Holdings, Vice President Joe Biden, Hunter Biden, or Ukrainian influence in the 2016 election.

The evidence does not support that President Trump covered up the substance of his telephone conversation with President Zelensky by restricting access to the call summary.

"The evidence shows that President Trump holds a deep-seated, genuine, and reasonable skepticism of the USA foreign aid and the need for European allies to shoulder more of the financial burden for regional defense", the report continues.
