'The exact circumstances are yet to be determined at this stage.

The officers ultimately fired a shot, causing the man to fall down. Large spots of what appears to be blood are near the body alongside a pair of men's black lace-up shoes.

Witness Fiona told 3AW her friends had seen someone with a knife in the area and she'd been told he'd stabbed a security guard.

Another said they heard "what sounded like a bomb and gun shot".

'Police response was swift and overwhelming.

About 6pm, Victoria Police Superintendent David Clayton holds a press conference just metres from where the incident unfolded.

"He seemed to be waving something, people around me screamed that he had a knife, but I couldn't see clearly from where I was", she said. I heard at least one gunshot initially, ' one said.

The incident comes as a trial continues into the horrifying rampage in Bourke St in January a year ago.
