Police say victims are in hospital with injuries ranging from minor to serious after the incident on Sunday morning at Moss Side.
Detective Superintendent Debbie Dooley said the police were trying to establish "exactly where this incident took place and who is responsible for such a risky attack".
Armed officers were sent to the scene following reports gunshots had been heard on the street, where a party was being held following a Caribbean Carnival in nearby Alexandra Park.
Detective Superintendent Debbie Dooley could not give further detail on the nature of the injuries said most were not life threatening.

Greater Manchester Police said a number of people were in the area following the Caribbean Carnival, which had finished some hours before.
"If you have any concerns please approach them and they will try and help in any way they can". The carnival itself went off without a hitch and was a peaceful event. The other nine people are being treated for pellet-type wounds suffered in the shooting, which was reported at about 2:30 a.m. Sunday.
The force said it had deployed a "large number" of armed and unarmed officers in the area after the alarm was raised.
Investigations were taking place to identify exactly where the shooting occurred and who was involved.
